PROBLEM TO BE SOLVED: To provide a reaction card manufacturing device for manufacturing a reaction card for improving a precision of analysis. SOLUTION: A reaction card manufacturing device 1 includes a holding part 15 for rotating carrier holding containers 18 for holding carriers accommodated in reaction containers 31 to stir the carrier accommodated in the carrier holding containers 18, a deaeration piping 181 for reducing a pressure in an internal space of the carrier holding containers 18, and a dispensing mechanism 17 for dispensing the carrier into the reaction containers 31 while stirring the carrier and reducing the pressure. Because the carrier is dispensed into the reaction containers 31 of reaction cards 3 while stirring the carrier and reducing the pressure, the reaction card 3 where no bubble is mixed into the carrier can be created, and the reaction card 3 that can perform a high-precision analysis can be manufactured.
