HYDROGEN PRODUCTION APPARATUS AND FUEL CELL SYSTEM

PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus having a configuration that easily and reliably achieves reduction in size and cost, and to provide a fuel cell system including the apparatus.

SOLUTION: A fuel processing system 2 includes: a desulfurizer 5 removing a sulfur content from a liquid fuel; a reforming reaction unit 6 reforming the liquid fuel desulfurized by the desulfurizer 5 and generating a hydrogen-rich reformed gas; a shift reaction unit 7 removing carbon monoxide included in the reformed gas from the reforming reaction unit 6 by aqueous shift reaction; and a shift water line L4 which is connected between the reforming reaction unit 6 and the shift reaction unit 7 and through which shift water is introduced into the shift reaction unit 7.
