摘要 <P>PROBLEM TO BE SOLVED: To suppress freezing of a fuel cell system at the time of blackout. <P>SOLUTION: In the fuel cell system having a fuel cell power generation device 1 equipped with an exhaust heat recovery heat exchanger 4 in which a low temperature side flow passage 31 is formed and a hot-water storage tank 7 arranged outside the fuel cell power generation device 1, a deaeration valve 14 and a first closing valve 13 are installed between the low temperature side flow passage 31 of a hot-water circulation return piping 10 and the hot-water storage tank 7, and a second closing valve 15 and a drainage valve 16 are installed between the hot-water storage tank 7 of the hot-water circulation outgoing piping 11 and the low temperature side flow passage 31. At the time of blackout, by closing the first closing valve 13 and the second closing valve 15, and by opening the deaeration valve 14 and the drainage valve 16, air is introduced into the hot-water circulation return piping 10 from an air introduction port 23 via the deaeration valve 14, and water is discharged from a water discharge port 24 via the drainage valve 16.
