<p><P>PROBLEM TO BE SOLVED: To provide an optical deflection element which is narrowly controlled in exit light distribution, can be improved in utilization efficiency of light quantity of a primary light source (that is, emission efficiency of light intensively emitted from the primary light source in a required observation direction becomes high) and in which optical defect hardly occurs, and to provide a light source apparatus having the optical deflection element. <P>SOLUTION: The optical deflection element includes a light incident surface where light is made incident and a light emission surface which is located at the opposite side of the light incident surface and from which incident light is emitted. At the light incident surface, a plurality of prism rows each comprising two prism faces are arranged about in parallel to each other. Among the prism faces, a first prism face which is located near a light source side is constituted of two planes having different tilt angles toward the light incident surface and a second prism face which is located remote from the light source side is constituted of two or more planes having different tilt angles toward the light incident surface.
