PROBLEM TO BE SOLVED: To discern and extract complaints about demerits or unprofitable events from various complaints as complaints usable in other services.

SOLUTION: A document is obtained from a document set database. An improving action is extracted and the subject of the improving action is extracted from the document obtained from the document set database. The co-occurrence frequency of the improving action and the subject of the improving action is determined. The co-occurrence frequency of the improving action and the subject of the improving action is obtained. The subject of the improving action is classified into an evaluation polarity which is either negative, neutral, or positive. Any negative subject of the improving action is output as being a complaint.
