PROBLEM TO BE SOLVED: To provide a grindstone forming method reducing a time required for forming by employing an adequate tool and an adequate forming order. SOLUTION: A tool rotating axis TRZ is relatively movable to a grindstone T having a straight line part CM having a cylindrical shape and parallel to a radial direction at a side near an outer circumferential surface of a cylinder and a back tapered part PM where a width is gradually reduced from the straight line part CM toward the center of the cylinder, and crosses a grindstone rotating axis TZ at a right angle. A grindstone forming device TR has the tool rotating axis TRZ and includes a tool member TA having a disk shape and rotating around the tool rotating axis. The grindstone forming method includes a step of forming the straight line part CM with the tool member by relatively moving the grindstone forming device in the radial direction toward the center of the grindstone using the grindstone forming device TR and thereafter continuing to move as it is until it goes past the back tapered part, and a step of forming the back tapered part with the tool member by relatively moving the grindstone forming device in a direction separated from the center of the grindstone along the shape of the back tapered part PM.
