Disclosed is a radiation image conversion panel (10) wherein a radiation conversion layer (2) for converting the incident radiation into light is formed on a substrate (1). The radiation conversion layer (2) is provided with a reflective layer (3), which reflects the light toward a light exit surface (2a) from which the light exits, on a side that is the reverse side of the light exit surface (2a). The reflective layer (3) has a helical structure in which crystals of a phosphor are helically stacked. In the radiation image conversion panel (10), the reflectance can be increased without forming a reflective layer that is composed of a metal thin film or the like and a higher reflectance can be achieved as compared with a case where a reflective layer is formed of spherical crystal grains.
