<p><P>PROBLEM TO BE SOLVED: To provide an environmental load evaluation system, an environmental load evaluation method and an environmental load evaluation program for integrally evaluating the consumption of resources, an for encouraging the reduction in an environmental load. <P>SOLUTION: A control part 21 of an environmental load evaluation server 20 executes the acquisition processing of the payment information of a public fee. Then, the control part 21 determines whether or not there exists a payment history about an evaluation object account. When any payment history is not recorded, the control part 21 executes the calculation processing of normal points. Meanwhile, when the payment history is recorded, the control part 21 obtains the past payment sum, and calculates a reduction evaluation value. Then, the control part 21 calculates evaluation points by using an evaluation point calculation formula under consideration of local attributes according to the reduction evaluation value.
