<p><P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and program, which suppresses the degradation of image adjusting accuracy by forming an image quality adjusting image not to be transferred to a recording medium in a predetermined position in a rotational direction of a photoreceptor, in both cases of forming and not forming a belt-like image. <P>SOLUTION: A belt-like image is formed so as to forcibly discharge a developer used by a developing means from the developing means to a photoreceptor. In both cases of forming and not forming the belt-like image not to be transferred to a recording medium, formation of an image quality adjusting image not to be transferred to the recording medium is started from a predetermined position in a rotational direction of the photoreceptor, and a recorded image transferred to the recording medium is controlled so as to be formed more downstream in the rotational direction of the photoreceptor than a region where an image quality adjusting amount image is formed in the photoreceptor.
