PROBLEM TO BE SOLVED: To provide a position registration system, a position registration apparatus and a position registration method, by which a voice communication can be continued without interruption even when a communication terminal having both of a function that a 3G terminal has and a function that an LTE terminal has moves over communication areas managed by the apparatus which performs the reception processing of the position registration. SOLUTION: The position registration system 100 include: an IMS-GW 11 for receiving request signals for requesting the position registration from a dual terminal MD; CSCFs 21 and 22 for performing position registration processing based on the request signals; and an HSS 31 for storing a profile indicating the CSCF 21 which has performed the position registration processing. The position registration system 100 is provided with an IMS-GW 12 for receiving the request signals based on a moving destination area from the dual terminal MD. The IMS-GW 12 is provided with a control signal transmission portion 8 for transmitting instruction signals for instructing the execution of the position registration processing to the CSCF 21 on the basis of the profile.
