<P>PROBLEM TO BE SOLVED: To provide an apparatus for creating more accurate road traffic information. Ž<P>SOLUTION: A road traffic information creation method includes the step of dividing a route traveled by a vehicle into a plurality of trips according to a plurality of probe raw data collected from the vehicle to create a plurality of time series trip data. The plurality of probe raw data 50 each indicate a time 51 and a position 52 of the vehicle at the time 51. The time series trip data 50 indicate the plurality of probe raw data and a trip number 57 associating each of the plurality of probe raw data with any of the plurality of trips. The time series trip data 50 exclude information on vehicle travel independent of road traffic conditions (such as long time parking and waiting for customers), and road traffic information created from the time series trip data is more accurate.
