<P>PROBLEM TO BE SOLVED: To provide an optical information recording/reproducing device and the like which suppresses a decrease in recording speed even when an optical information recording medium including multiple layers has eccentricity. <P>SOLUTION: The optical information recording/reproducing device records information, by using a predetermined area in a second layer corresponding to the position of a first layer of which a defect is detected, as a defective area. The optical information recording/reproducing device reproduces information, by using the predetermined area in the second layer corresponding to the position of the first layer of which a defect is registered, as the defective area. The radial distance of the defective area is preferably greater than a bonding error between the layers. The optical information recording/reproducing device registers the predetermined area in the second layer corresponding to the defect position of the first layer, as the defective area.
