<P>PROBLEM TO BE SOLVED: To reduce power consumption, without causing lowering of communication efficiency. Ž<P>SOLUTION: From a processing delay time period, when a frame is transmitted, a reactivation time period required from a stop state to an operation state and the transmission permission time extracted from a control frame, the activation time of a transmission MAC part 17 and a transmission PONIF part 18 is calculated. When the present time becomes the activation time, the transmission MAC part 17 and the transmission PONIF part 18 are shifted from the stoppage state to the operation state. When the frame is transmitted from the transmission MAC part 17 and the transmission PONIF part 18, the transmission MAC part 17 and the transmission PONIF part 18 are shifted from the operation state to the stoppage state.
