<P>PROBLEM TO BE SOLVED: To provide a heating device secured in reliability while coping with higher a temperature desired by a user. Ž<P>SOLUTION: The floor heating device 100 includes a plurality of floor heating panels 2, a temperature-conditioning unit 1 having thermal valves provided for respective supply passages to a plurality of the floor heating panels 2 and circulating/supplying temperature-conditioned water 8 to these floor heating panels 2, and a heat pump unit for heating the temperature-conditioned water 8 circulating in the temperature-conditioning unit 1. The floor heating device 100 can operate in a first operation mode for controlling the operation of both units based on a first high-pressure suppression value Ds1 used for control to suppress the high pressure of the heat pump unit, and in a second operation mode for controlling operations of both the units based on a second high-pressure suppression value Ds2 which is a value used for control to suppress the high pressure and higher than the first high-pressure suppression value Ds1 while fixing the thermal valves corresponding to all the floor heating panels 2 in operation to an opening state.
