<P>PROBLEM TO BE SOLVED: To provide a manipulation training sheet, having the same elasticity as internal organs of human beings, making a dissection part expand like the internal organs when being dissected to have a feeling of dissection and a touch approximating to the internal organs of human beings, and preferably used for manipulation training using a surgical excision tool such as a surgical knife and manipulation training such as clipping. Ž<P>SOLUTION: This manipulation training sheet is formed of a sheet containing water gel made of polyvinyl alcohol, with the saponification degree of ≥90 mol%, and silica particles. In a method of manufacturing a manipulation training sheet, an aqueous solution of polyvinyl alcohol having an average degree of polymerization of 300-3500 and containing polyvinyl alcohol, with the saponification degree of ≥90 mol%, and silica particles, is cooled to -10°C or less in the shape of a sheet, and a formed sheet is defrosted.
