PURPOSE: A measurement system for velocity of fluid and a method of the same is provided to determine the overall flow of water by monitoring the difference between a central part and an edge part. CONSTITUTION: A plurality of floats(100) transmit a GPS signal in real time. A receiving station(200) receives the GPS signal from the floats in real time. The plural floats are divided into at least two sets(100a,100b,100c) according to a communication frequency band and use one set in the same communications frequency band to sequentially transmit the GPS signal.
