PROBLEM TO BE SOLVED: To provide a friction adjusting material comprising an inorganic filler the whole surface of which is coated with a cured substance of a cashew polymer, the inorganic filler being hard to be damaged such as in a friction material manufacturing process even when the inorganic filler is a fragile material such as hollow particles. SOLUTION: The friction adjusting material comprises a cured material of a cashew polymer, and inorganic filler particles, wherein the whole surface of the inorganic filler particles is coated with the cured material of the cashew polymer. A method of manufacturing the friction adjusting material comprises granulating cashew polymer powder and inorganic filler particles surface-treated with a silane coupling agent by a stirring granulator using by a mass ratio of 1:1-1:3, and thereafter curing the cashew polymer coated on the surface of the granules.
