<P>PROBLEM TO BE SOLVED: To provide a method of cultivating denitrifying bacterium in a large amount and also high concentration, contained in active sludge. Ž<P>SOLUTION: The active sludge is denitrifying cultivated in a cultivating tank by a NO<SB>3</SB>-N containing liquid for a determined time in conditions of dissolved oxygen of ≤2 mg/L, pH of 6.0-9.0, temperature of 10-40°C, and existence of ROH (R is CH<SB>3</SB>- and/or C<SB>2</SB>H<SB>5</SB>-) as an outer carbon sauce, so that denitrifying bacterium contained in active sludge is cultivating accumulated to keep a floc generating in the cultivating tank precipitated.
