<P>PROBLEM TO BE SOLVED: To prevent a network or center server processing delay by controlling the flow rate of journal data to be transmitted to a center server. <P>SOLUTION: A journal data management system includes a plurality of business store terminals 20-1 to 20-3 and a repeater device 30 in a financial institute, and the repeater device 30 is connected through a network 40 to a center server 60 for performing centralized management of journal data. When transmitting journal data to the center server 60, the business terminal 20 determines whether or not the inquiry frequency of the journal data is high in the repeater device 30, and instantaneously transmits the journal data whose inquiry frequency is high to the center server 60. When the inquiry frequency is low, the business terminal 20 transmits the journal data with a delay in a time zone when a network load is low.
