PROBLEM TO BE SOLVED: To reduce manufacturing cost when manufacturing absorbent articles by working semimanufactured products and inspecting whether or not actual working positions are located within the allowable range of a working target position. SOLUTION: This device manufactures absorbent articles by working semimanufactured products by working devices while conveying the plurality of semimanufactured products related to the absorbent articles aligned in the conveyance direction and by inspecting, using inspection devices, whether or not the actual working positions by the working devices are located within the allowable range of the working target position of the semimanufactured product. The inspection device is provided with: a sensor section which is disposed at a predetermined position in the conveyance direction and outputs an inspection signal while inspecting the actual working position related to a semimanufactured product; a reference signal output section which outputs a reference signal, or the reference signal having a waveform whose unit conveyance quantity equivalent to one semimanufactured product is defined as one wavelength, having a first waveform portion at a phase corresponding to the allowable range in the first waveform; and a determination section which compares the inspection signal with the reference signal to determine whether or not the actual working position is located within the allowable range.
