PROBLEM TO BE SOLVED: To prevent outbreak of offsets to a specific cell-phone number in cell-phone number expenditure, when a cell-phone number is allocated to a cell-phone, and so on. SOLUTION: The cell-phone number expenditure device 10 includes a cell-phone number control database 11 for storing the cell-phone number expended; a probability deciding section 12, which sums the cell-phone number of expenditures for each cell-phone number of the lowest 4 digits, referring to the expended cell-phone number stored in the cell-phone number control database 11, and decides the expenditure probability for each cell-phone number based on the cell-phone number of expenditures for each cell-phone number of the lowest 4 digits; an acceptance section 13 for accepting the demand for the expenditure of the cell-phone number; a cell-phone number selecting section 14 for selecting the cell-phone number to be expended, based on the expenditure probability decided by the probability-deciding section 12; and an expending section 15 for expending the selected cell-phone number.
