PROBLEM TO BE SOLVED: To provide a means for calling a customer's attention to billing fraud when a customer using an automatic teller machine is talking over a portable telephone. SOLUTION: When a customer using an automatic teller machine is talking, a video monitoring terminal 10 confirms whether or not a code is connected to the telephone on the basis of the video of the customer received from a device monitoring camera 7, and when the code is connected, the video monitoring terminal 10 determines that telephone is a telephone set 6 for inquiry, and when the code is not connected, determines that the telephone is a portable telephone, and after the lapse of a prescribed time since the measurement of the use time of the portable telephone is started, the video monitoring terminal 10 makes an automatic transaction device 1 display words to call the customer's attention to billing fraud.
