<p><P>PROBLEM TO BE SOLVED: To provide a developing roller which suppresses deformation due to pressure from other members, and can obtain a high-quality image over a long period, while improving a charge applying property to toner. <P>SOLUTION: On a mandrel and the periphery of the mandrel, at least one elastic layer is provided and a resin layer is provided on an outer peripheral surface of the elastic layer. The resin layer includes at least etherified melamine resin having a unit represented by a general formula (1), resin particles, and carbon black. In the formula, R represents an alkyl group having a carbon number of 5 to 8. R' represents an alkyl group having a carbon number of 1 to 3.
