PROBLEM TO BE SOLVED: To provide a node device selecting a fixative path in accordance with an operation guideline of a carrier on a packet ring network, and improving a maintenance operation function by avoiding a phenomenon where frames redundantly arrive, and a frame instantaneous interruption phenomenon even in a forced changeover operation or manual changeover operation, and also to provide an operation monitoring device, a transfer path selection method, and a control program. SOLUTION: In a situation where necessity of change such as increase/decrease of a node device in a zone of a specific transmission path, occurs, and the specific transmission path is intended to be bypassed with respect to multi-point traffic communicating on a packet ring network, a topology management database is allowed to be updated by being led by a network operator without causing frame instantaneous interruption associated with cutoff of a transmission path of a transfer destination by a forced changeover operation or manual changeover operation from the network operator.
