PROBLEM TO BE SOLVED: To provide a cosmetic agent which includes a carboxyl group-containing water-soluble polymer suitably available as a thickener for a viscous liquid-like or gel-like cosmetic, such as for hair-care and the like, and also includes a cationic polymer, and from which a neutralized viscous liquid having high viscosity and excellent transparency is obtained. SOLUTION: The cosmetic agent includes a carboxyl group-containing water-soluble polymer prepared by copolymerizing 100 pts.wt. of (meth)acrylic acid, 0.5-5 pts.wt. of an alkyl (meth)acrylate having an 18-24C alkyl group and 0-0.1 pt.wt. of a compound having at least two ethylenically unsaturated groups, and also includes a cationic polymer. When 0.5 pt.wt. of the cationic polymer is added to 100 pts.wt. of a 0.5 wt.% neutralized viscous liquid of the carboxyl group-containing water-soluble polymer, the neutralized viscous liquid exhibits a viscosity of 500 mPa s or higher and a transparency of 90% or higher.
