An image identifier extraction device is provided with an extraction means and a generation means. The extraction means extracts, in a plurality of partial region pairs in an image which include one or more partial region pairs that differ from at least one other partial region pair in both a combination of the shapes of two partial regions which are paired and the relative positional relationship of the two partial regions which are paired, a region feature amount from each of partial regions of the image. The generation means generates an image identifier used for identifying the image on the basis of the extracted region feature amount of each of the partial regions by applying a method different from that applied to other one or more partial region pairs to at least one partial region pair.
