<P>PROBLEM TO BE SOLVED: To control the distribution time, executable time and executable area or the like on a service supplier side when content data is distributed to a user terminal; to improve sales promotion of articles; and to correspond to variety of services. <P>SOLUTION: An execution regulation part 813 which distributes execution permitting data which permits execution of the content data, a connection processing part 811 which establishes wireless communications with the user terminal 2 in a predetermined area, and a content distribution server 82 which distributes the content data to the user terminal through the wireless communications established by the connection processing part 811 are arranged on a network.
