PROBLEM TO BE SOLVED: To provide a reference voltage circuit allowing general production and allowing reduction of noise, and to provide an oscillator circuit having the same. SOLUTION: In the reference voltage circuit 200, an inter-gate-source voltage VGS 11 of a transistor M11 is driven by a voltage obtained by dividing a stable output reference voltage VREF output from an output terminal by a voltage division circuit 211 comprising a resistor R11 and a resistor R12 to obtain the stable output reference voltage VREF.
