PROBLEM TO BE SOLVED: To precisely and quickly attach a plurality of blocks to the center belt in an accurate position, and to simplify device constitution and a manufacturing process. SOLUTION: A rail 12 arrays unidirectionally the plurality of mounted blocks 102. A belt holding mechanism 13 holds the mounted center belt 101a freely rotatably along a circumferential direction thereof, and arranges one thereof in an under side of a distal end part 12a of the rail 12. A biasing mechanism 14 biases the plurality of blocks 102 along the rail 12 toward a distal end side thereof. A positioning mechanism 15 positions head blocks 112 to oppose an engagement groove 107a to the center 101a in a lower side, in a distal end side of the rail 12.
