PROBLEM TO BE SOLVED: To provide a relay apparatus, wherein even if an address learning table is not learnt under the state where a destination addresses are not corresponding to port information, a secret communication packet is not received by any other terminal device than a terminal device as a target of secret communication so that leakage of secret information can be prevented. SOLUTION: The relay apparatus 20 includes a learning state determination unit 24, a packet identification unit 25 and a package discarding determination processing unit 26. Based on a destination address included in a packet, the learning state determination unit 24 determines whether or not port information corresponding to the destination address is present in an address learning table. Based on packet attribute information included in the packet, the packet identification unit 25 identifies whether or not the packet is a secret communication packet. In the case that the port information corresponding to the destination address is not present in the address learning table and in the case that the packet is a secret communication packet, the packet discarding determination processing unit 26 discards the packet.
