<P>PROBLEM TO BE SOLVED: To provide a management device improving operation efficiency of a radio communication system, and a program. Ž<P>SOLUTION: The management device includes a control part which performs control so that, when receiving communication state degradation notification from a relay device, priority orders of the relay devices are set based on a data communication amount table including a data communication amount of each relay device and the number of radio terminals with which each relay device communicates by radio; priority orders of radio communication channels are set based on a throughput reference table including a throughput reference value of each of the plurality of radio communication channels used for radio communication with the radio terminals; the radio communication channels ranked high in the priority are set to the relay devices ranked high in the priority; and the radio communication channels set to all the relay devices are reported.
