PROBLEM TO BE SOLVED: To stably converge an engine speed to a target value in an internal combustion engine in which an intake pipe negative pressure is controlled by an electronic control throttle while the intake air quantity of the engine is controlled through the operation of a variable valve train that can change the lift characteristics of an intake valve continuously. SOLUTION: The control device for the internal combustion engine sets, during idle operation of the internal combustion engine or during the start-up of the internal combustion engine, a correction value for an intake pipe negative pressure based on the deviation▵NE between an actual engine speed and a target engine speed. The control device for the internal combustion engine corrects the target intake pipe negative pressure with the correction value to control an electronic control throttle based on the corrected target intake pipe negative pressure and fixes the lift characteristics of the intake valve by controlling the variable valve train.
