<P>PROBLEM TO BE SOLVED: To provide a heat sealing device capable of ensuring the consistent seal quality by a simple constitution, or to provide a heat sealing device capable of changing the seal position. <P>SOLUTION: Belts 30a and 30b are stretched between a pair of pulleys 21a, 22a, 21b and 22b, and a pair of upper and lower seal mechanisms R1 and R2 having heating plates 24a and 24b are provided facing each other. A second heating plate 28 is provided on the upstream side in the flow direction with respect to the heating plate 24 in each of the seal mechanisms R1 and R2. The output of sub heaters H3 and H4 for the second heating plate 28 is set to be lower than the output of main heaters H1 and H2, and a temperature control unit to control the sub heaters H3 and H4 associated with the control of a thermal sensor of the main heaters H1 and H2 is provided. A deaeration unit to suck air inside an object to be sealed is provided.
