PURPOSE: An air packing bag forming apparatus is provided to continuously maintain packing state, since an adjacent air chamber is not damaged though a single air chamber is damaged by external shock. CONSTITUTION: An air packing bag forming apparatus(100) comprises an air hole cutting unit(40), first and second structure room molding units(50,50'), an outer rim forming unit(50"), an unit product bonding part(60), and an unit product cutting unit(80). A pair of inner film rolls are pressed to an idle roller(11). The air hole cutting unit cuts the surface of the film at fixed intervals. A welding mold unit(51) and a cooling mold unit(52) are composed as one set in a first structure room molding unit. A film is inserted into the second structure room molding unit and an outer rim forming unit.
