PURPOSE: A system and a method for providing an emergent network connecting function are provided to conveniently access a web site through an emergent network connecting function in a terminal or a modem with limited network access. CONSTITUTION: A state checking unit(210) checks an access enable state for a mobile terminal. When the access enable state is access limit, an authentication unit(220) receives authentication information from the mobile terminal. The authentication unit authenticates the mobile terminal by the authentication information. If the authentication succeeds, a request switching unit(230) switches a network access request to an emergent access request. A web access unit(240) connects the mobile terminal to a web site identified by the network access request.
