PURPOSE: A cement whitening preventer and a cement block including thereof are provided to prevent the concrete neutralization by the acid rain, with the strong water proof property. CONSTITUTION: A cement whitening preventer contains 6~10wt% of palmitic acid or its salt, 10~14wt% of stearic acid or its salt, 11~15wt% of oleic acid, 3~7wt% of palmitoleic acid, 2~5wt% of linoleic acid, 2~6wt% of diethylene glycol, 1~5wt% of polyoxyethylene, 1~5wt% of alkybenzensulfonic acid, 1~3wt% of amide, 0.5~1.5wt% of myristic acid, 0.5~1.5wt% of polydimethylsiloxane, 0.1~1wt% of methylcellulose, and the balance of water. A cement block contains 100 parts of cement by weight, and 0.10~5 parts of whitening preventer by weight.
