PURPOSE: A device and a method for controlling RF(Radio Frequency) PAM(Power Amplifier Module) gain state in a mobile communication system are provided to consider a RSSI(Received Signal Strength Indication) and temperature and control RF PAM gain state, thereby effectively manages the power. CONSTITUTION: A modem(210) comprises a temperature control unit which measures temperature. A storage unit(230) stores a temporal data during a program and a program execution. A portable terminal performs a media related program. If the temperature value of the temperature control unit is bigger or same as a threshold value 1 and RSSI is bigger or same as a threshold value 2, a RF PAM gain state management unit(240) lowers a RF PAM gain state value.
