A base station apparatus in a mobile communication system, comprising: an acquisition unit which receives an uplink signal from a user apparatus, acquires channel quality indicator information and an average value of the channel quality indicator information for every one or more frequency resource blocks; a standard metric calculation unit which calculates, from the channel quality indicator information and the average value of the channel quality indicator information acquired by the acquisition unit, a standard metric indicating the allocation priority of a frequency resource block to the user apparatus; a correction unit which uses a first parameter to correct the standard metric calculated by the standard metric calculation unit and prepare a corrected metric; a scheduler which compares the corrected metrics of the frequency resource blocks prepared by the correction unit and formulates a wireless resource allocation plan; and a transmission unit which transmits a downlink signal according to the wireless resource allocation plan of the scheduler. In the base station apparatus, when the user apparatus is in a certain group that is grouped by path loss, the correction unit corrects the standard metric by using the first parameter which is comprised of a first value for a predetermined first frequency resource block and a second value for a predetermined second frequency resource block.
