To retain water that is essentially required for the growth of plants, provided is a structure by which water can be stored in a positive manner. A water storage structure which comprises a water-repellent layer provided with water-repellent surface and a water storage section in a layer above the water-repellent layer, characterized in that the water-repellent layer comprises a collection of small objects having water-repellent surface and these small objects are in contact with each other at multiple points to thereby form a structure wherein water cannot permeate through the water-repellent layer.
