Provided are an image data modulation apparatus and an image display apparatus, in which an EMI is reduced. An image data modulation apparatus comprises a differential modulation unit (12) to which digital image data (50) is input and which modulates a differential with respect to previously stored image data which has been delayed by a predetermined period of time, as VD data (52), a remainder contraction unit (13) which contracts the VD data into contracted remainder data (53) which has been compressed by one bit using a remainder function, and a differential signal modulation unit (14) which modulates the contracted remainder data into a serial signal. The remainder contraction unit converts the VD data having a large occurrence probability corresponding to the contracted remainder data having a small amount of data transition. The serial signal has contracted remainder data for one pixel, arrayed in the order from the high-order bit side to the low-order bit side or from the low-order bit side to the high-order bit side.
