<P>PROBLEM TO BE SOLVED: To solve the problem that it is difficult to check information of all energy saving target devices although the information of all of the energy saving target devices installed in an energy saving target area has to be checked in a conventional energy saving support technology. <P>SOLUTION: An energy saving support device estimates the state of the energy saving target device installed in the energy saving target area from a research result on a certain specified floor. A sequence of an energy saving strategy to be proposed to employers is in order of cost collection efficiency, and respective introduction times are proposed by defining an energy saving targeted value calculated by year as the previous fiscal year of a year when working electric energy after energy saving exceeds at that point of time.
