PROBLEM TO BE SOLVED: To provide a system for attaining sufficient security at a content level even to a general document.

SOLUTION: The content management system includes: a particle storage part 43 which stores a part of the content as particles; an operation event storage part 44 which associates event identification information for identifying an operation event which is generated by a user operation set to the particles with action information regarding an action which should be executed to the user operation to be stored; an information determination part 45 which detects an operation event generated by an operation which a user performs to the particles after that to determine whether or not the operation event matches the event identification information stored in the operation event storage part 44; and an action execution part 46 which executes the action based on action information when it is determined that the operation event matches the event identification information.
