<P>PROBLEM TO BE SOLVED: To provide a technique for suppressing deterioration in quality of a displayed video image as much as possible even for frame rate conversion by generating an interpolated frame using a motion vector for a video image generated during an operation for moving the position of a cut-out region. Ž<P>SOLUTION: This image display system includes a generation means for generating a video signal which is composed of a partial image cut out from a still image, and a display means for displaying a video signal input from the generation means at a frame rate higher than that of the input video signal by creating an interpolated frame based on a motion vector. The generation means includes a movement means for moving a cut-out position of the partial image, and an output means for outputting movement information including at least information indicative of the direction of movement of the cut-out position together with the video signal.
