<P>PROBLEM TO BE SOLVED: To prevent a service center 200 from frequently receiving the same alarm. Ž<P>SOLUTION: When an electronic controller 30 determines reception of course information from a plurality of stopping vehicles by an inter-vehicle communication device 41, respectively prior to transmission of an alarm, it selects one piece of course information of the respective pieces of course information. The course is set to transmit the alarm from one's own vehicle to the service center 200 through the course indicated by the selected piece of course information.
