PROBLEM TO BE SOLVED: To maintain good surge resistance by controlling the occurrence of cracks on the inner surface of a glass tube to such an extent that surge resistance is not deteriorated, in a surge absorber and a method of manufacturing the same. SOLUTION: The surge absorber includes the glass tube 2, a pair of sealing electrodes 3 for sealing the opening parts at both ends of the glass tube 2 to seal a discharge gas in its inside, a plate-like insulator 4 housed in the glass tube 2 with a pair of the sealing electrodes 3 disposed at both ends. A contact part 4c abutting on the inner surface of the glass tube 2 and having a projected cross-sectional shape in the axial direction of the glass tube 2 is formed on the plate-like insulator 4.
