摘要 PROBLEM TO BE SOLVED: To provide a radio communication method, a radio communication system and a base station, for guaranteeing the transmission delay time in communication on a random access basis. SOLUTION: A number-of-RACH range determination part 35 outputs the number of RACHs to an average time calculation part 33 for each service class for which the stipulated time is requested. The average time calculation part 33 estimates the average transmission time of the service class on the basis of the inputted number of RACHs and a traffic parameter measured by a traffic measurement part 31. Also, the number-of-RACH range determination part 35 determines whether or not the estimated average transmission time satisfies the stipulated time, and determines the optimum number of RACHs within the number of RACHs for satisfying it.
