PROBLEM TO BE SOLVED: To solve the problem that, while an effect of improvement in frequency utilization efficiency by inter-cell interference reduction is obtained when a number of terminals are distributed at a cell boundary (in the case of many low SIR terminals), when a number of terminals are distributed at locations other than the cell boundary (in the case of many high SIR terminals), a power distribution among fractional resources is provided with a gradient in order to reduce inter-cell interference, so that the efficiency of the frequency utilization of the entire system is more deteriorated. SOLUTION: In this radio communications system, a base station recognizes the distribution of terminals, and the base station determines whether to execute the inter-cell interference reduction corresponding to the result of checking the terminal distribution.
