PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has a surface layer having a large blocking effect for active oxygen and NO<SB>X</SB>, is tough and is not deteriorated for an external factor such as shock because of the hard and rigid surface layer, moreover, does not cause image blur and, even when being used repeatedly, obtains a stably superior image, and to provide an image forming apparatus and a process cartridge using the electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor having a photosensitive layer and a surface layer on a conductive support, the surface layer contains a composition obtained by reacting metal oxide particles which are surface-treated with a compound having a radically polymerizable functional group and the radically polymerizable compound for forming chemical bond with the radically polymerizable functional group under the existence of a chain transfer agent.
