PROBLEM TO BE SOLVED: To provide a flight obstacle extraction device, a flight obstacle extraction method and a program, capable of achieving detailed extraction of a flight obstacle with less work man-hours. SOLUTION: This flight obstacle extraction device 100 limits the investigation range according to a secondary surface calculated from the limit surface and DTM data or DSM data, and can determine a flight obstacle from the hight and the limit surface shown by the DSM data when separately the height of a building is investigated by site survey only within the investigation range and the DSM data showing the height is input to a height information input unit 20. Thus, the flight obstacle extraction device 100 can eliminate the investigation by site survey on the height of a building which apparently does not invade the limit surface and the input of DSM data showing the height thereof to the height information input unit 20, so that the work man-hours can be reduced and detailed extraction of a flight obstacle can be achieved with less work man-hours.
