PROBLEM TO BE SOLVED: To optimize a cooling tower outlet temperature set value in both of improvement of power consumption of a cooling tower fan and operational efficiency of a refrigerating machine. SOLUTION: A use energy amount Ea of the refrigerating machine is operated on the basis of a candidate value TCsp' of the cooling tower outlet temperature set value and present load heat quantity of the refrigerating machine while changing the candidate value TCsp' of the cooling tower outlet temperature set value between an upper limit temperature set value TCH<SB>LIM</SB>and a lower limit temperature set value TCL<SB>LIM</SB>, and the use energy amount Eb of the cooling tower fan is operated on the basis of the candidate value TCsp' of the cooling tower outlet temperature set value, the present outside air condition, and an outlet temperature and an inlet temperature of the cooling water from the present cooling tower, in a state that use energy Ec of a cooling water pump is a fixed value.ΣE=Ea+Eb+Ec is determined, and it is multiplied by energy conversion factor K to obtain the total use energy amount E(E=ΣE×K). The candidate value TCsp' to minimize E is applied as the optimum value TCsp of the cooling tower outlet temperature set value, from the total use energy amount E of every candidate value TCsp' of the cooling tower outlet temperature set value determined.
